During the summer season, coinciding with holiday departures, there is an increase in illegal activities in the hairdressing and beauty sectors. This issue has worsened during the pandemic, leading to the entry of individuals providing irregular services, thereby taking customers away from salons.
Compounding the already critical situation is the recent proliferation of online platforms operating without scrutiny, offering home services or even mobile services, disregarding the regulations imposed by sector-specific laws and municipal regulations.
Nationwide, the rate of illegality in our sector reaches 27.6%, the highest among various sectors, far exceeding the national average rate of 14.4%, – say Ivana Del Pizzol and Alessandra Feltrin, presidents of the Hairdressing and Beauty Trades at Confartigianato Imprese Belluno. We have long been promoting an awareness campaign on our social and web channels to tackle this phenomenon, such as the latest campaign launched at the end of June under the patronage of the Ministry of Enterprises and Made in Italy. There is an urgent need to raise public awareness about the importance of relying exclusively on regular businesses and qualified professionals, who can offer safe and high-quality services, in full compliance with health and hygiene standards to protect people’s health.
In the province of Belluno, there are 400 businesses operating, of which 253 are in the hairdressing sector and 147 in beauty, employing 728 people: 487 in hairdressing and 241 in beauty.
We believe that businesses operating legally should be protected from unfair competition, – agree Feltrin and Del Pizzol. As entrepreneurs and primarily craftspeople, we undergo continuous updates and participate in training courses for ourselves and our employees to offer our clients high-quality service with certified equipment and products, professionalism, and reliability. Unfortunately, people do not consider that turning to unqualified operators can jeopardize their health. Not only that, but in a situation of non-compliance with current regulations, one can unknowingly receive treatments that can only be performed by specialized medical personnel, potentially causing very serious health damage.
Confartigianato Imprese Belluno therefore calls for increased controls by the competent authorities against those operating illegally. Additionally, through this awareness campaign against illegal activities, it aims to issue a strong appeal to the public to not only avoid unauthorized or unqualified beauticians and hairdressers but also to report illegal situations to the authorities to protect the category.
It is true that management costs are high, with rising energy costs, training, rents or mortgages for premises, and the purchase of increasingly modern and technological equipment, conclude Feltrin and Del Pizzol. But this cannot be an excuse to work under the table or save money at the clients’ expense. Citizens need to know that receiving treatments in their own homes or in non-compliant premises is illegal and that choosing to turn to regular businesses means supporting workers, the country’s economy, and the development of businesses.
