Venice – Rovigo, Jan. 26, 2024 – “Mafie in Veneto – Presenza nell’economia e nell’ambiente” (Mafias in Veneto – Presence in the Economy and Environment) concluded this morning with the last of four sessions dedicated to pollution, environmental disasters, ecomafias and actions for environmental restoration. The common thread of the day was trying to answer the question “what can institutions do to spread good practices and virtuous behavior” to protect the environment and related economic sectors. The entire review, which was attended by important interlocutors from the world of institutions, law enforcement, the chamber system, the Register of Environmental Managers, the professions, businesses, associations and civil society, highlighted the importance of synergy among all these sectors to fight the cancer of crime. As a reminder, the conference was organized by the Veneto Regional Section Albo Gestori Ambientali, together with the Venice Rovigo Chamber of Commerce, Libera: Associazioni, nomi e numeri contro le mafie with the sponsorship of Unioncamere Veneto, Ecocerved, Albo Nazionale Gestori Ambientali and with the media partnership of Nord Est Multimedia.

Since 2015, Italy has had a law to combat eco-crimes, which have often featured organized crime syndicates as protagonists. The morning then offered an update and an in-depth look at the topic aimed at illustrating when one can incur the offenses under the law, what the impact is on waste management companies as well as the relevant legislation.

Doing the honors, for the Regional Section of the Register of Environmental Managers, was again Siro Martin who introduced the topic of ecomafias and environmental legality, after the institutional greetings of the Vice President of the Veneto Regional Council, with responsibility for legality, Francesca Zottis. The floor was then passed to Daniele Gizzi, president of the National Register of Environmental Managers, who recalled its role in promoting, defending and controlling companies involved in the transport and treatment of waste from mafia infiltration.

The morning then got into full swing with the speech by Andrea Buitoni, of Pigozzi & Morigi Avvocati, who gave the correct definitions of “environmental pollution” and “environmental disaster”, followed by Vincenzo Pellegrini, of BM&A Studio Legale Associato, who explained liability for fault in cases of pollution and environmental disaster. The topic of intent in organized crime offenses was, on the other hand, explored by Ivan Salvadori of the University of Verona.

Of crimes against the environment and licensed companies, on the other hand, Enrico Morigi of Picozzi & Morigi Avvocati spoke, who explained what the current jurisprudential orientations are, such as the responsibilities of the entrepreneur, the company and the role of the technical manager. Tools to combat environmental illegality were addressed by Andrea Acquaviva, General Manager of Ecocerved, while ecorelates and anti-corruption were explained by Paolo Giacomazzo, ANAC Councilor.

The morning then concluded with testimony from Lt. Col. Enrico Risottino, Commander of the Carabinieri Group for Environmental Protection in Venice. Moderating the proceedings was Marco Conte, Deputy Secretary General of Unioncamere.

Finally, we recall that the three-day conference, is part of the initiatives planned by the Protocollo Legalità in Veneto: Ambiente ed Economia  (Protocol Legality in Veneto: Environment and Economy) and aims to raise awareness and openly address the issue of Legality declined in different areas: economic, environmental, institutional and social.
