Single Contracting Station, Province of Treviso 1st in Italy for contracted amounts: 5 billion since 2000 to today

A real record at the national level: the Single Contracting Station of the Province of Treviso was the most operational in Italy for amounts contracted to date through the tenders for works and services managed by Sant’Artemio: ANAC (National Anti-Corruption Authority) data show that from 2000 to 31 August 2023, the Province contracted a total of about 5 billion euro. The amounts have progressively increased since 2013, when the Province started the service also for municipalities and other entities in the territory. In 2023 alone, the amounts contracted were €141,638,218, with a total of 68 tenders managed to contract works and assignments, 55 tenders to contract services. The data are those of the study carried out by the national Union of Italian Provinces on the basis of ANAC data.

In detail, the Single Contracting Station of the Province of Treviso is in charge of managing tenders, in single or aggregate form, awarding conventions and framework agreements on the basis of the needs of municipalities, drawing up lists of professional civil servants available for appointment as technical commissioner of tenders, providing legal-administrative assistance in the conduct of tender procedures, technical assistance in the drafting and verification of projects, and following the supervision of works and testing of public works. To date, there are 91 municipalities affiliated with the Single Contracting Station (SUA) of the Province, together with 23 other entities including Ipabs (Public assistance and charity institute) , Rsa (Health care residence), Nurseries, Mountain Unions, Consortia and Ater, for a total of 114 entities that benefit from the professionalism and expertise of the technicians of the Sant’Artemio Contracting Authority for the complex management of tender procedures.

An extraordinary result, the result of consolidated experience but also and above all of the professionalism, combined with constant updating, of the technical offices of the Contracting Station of the Province – underlines Stefano Marcon, president of the Province of Treviso – the “Treviso model” is recognised as virtuous throughout the country and is now a case study that we have had the pleasure of presenting to colleagues from other Italian provinces, on several occasions, during the Assemblies of the national UPI (Union of Italian Provinces)

The service rendered to the territories with the Single Contracting Stations is a clear demonstration of the key role that the Provinces play for the country system – continues Marcon – especially at the local level: I join the statements of my friend and colleague national UPI President Michele de Pascale, who in a press note yesterday underlined how thanks to the Provinces and to the amount of tenders managed by the SUA the measures of the Pnrr dedicated to schools have been implemented, awarding the works and being able to start the construction sites in compliance with the ministerial timetable. The hope is that also this result, of the Province of Treviso, but also of all the other Provinces, in responding positively and efficiently to the new procurement code, will be one more reason to accelerate the reform proposal that we have advanced with conviction also as UPI Veneto.
