Start up, President of Unioncamere Veneto Mario Pozza: the government’s choice makes it difficult for young people who want to set up a business

14 September 2021 – The President of Unioncamere Veneto, Mario Pozza, spoke out on the subject of start-ups, expressing his concern about the draft legislative decree currently being
discussed
by the committees of the Chamber of Deputies and the Senate, which makes it compulsory for start-ups to register on the notaries’ platform, thus excluding the digital system set up
by the Chamber system: – This decision is extremely damaging to young people who want to set up a business in Italy. The free platform set up by the Chamber of Commerce system has produced
excellent results in recent years, enabling start-ups to set up companies quickly and legally.
The exclusion of this system in favour of the platform of the notary system is a step backwards that responds to a logic that escapes us but that undoubtedly goes to the detriment of
simplification. This is why I call on the Government, the Minister, and Members of Parliament to intervene on a decree that risks making life difficult for all those young people who want to
contribute to the future of our country by doing business.
In recent months, the Council of State interrupted the possibility for Chambers of Commerce to draw up articles of incorporation for innovative start-ups received through the IT platform, an
activity that began in 2016 and ended on 31 March 2021 with the establishment of more than three thousand companies, about a quarter of the total, thus abolishing the Mise measure that allowed
interested parties to choose between the classic notarial deed of incorporation and the telematic method made available by the Chamber system. The draft legislative decree under discussion provides
for the definitive elimination of the possibility of choice, forcing nascent entrepreneurs to use the platform of the notary system.
President Pozza concluded as follows: Unioncamere Veneto immediately took action to defend the interests of young entrepreneurs by writing to members of Parliament in the Veneto
Region, to the members of the relevant committees and to the Ministry of Technological Innovation and Digital Transition
to ask them to intervene on a decree that risks putting a brake on the
race for the future of Italy. The Chamber system wants to support young people who want to set up a business and invest in Italy.
