Treviso, 23 September 2021. The important territorial agreements between the social partners with Veneto Lavoro and the Chamber of Commerce of Treviso – Belluno|Dolomiti aimed at
promoting and enhancing the labour market in the province of Treviso were concluded, at the Chamber’s headquarters, with the signing of the agreement, which will be followed by the periodic
monitoring of data on the transformations taking place in the world of work in order to facilitate the matching of supply and demand, for new innovative paths, to identify and enhance the
professional skills required, to create structured paths between the world of education and work, to provide support for the national debate on the reform of the instruments for the protection and
promotion of subordinate and self-employed work, to promote policies for the reconversion, retraining and training of workers.
The event was attended by the Association of Municipalities of the Marca Trevigiana and the Centre for Administrative Studies of the Marca Trevigiana, the signatory employers’ organisations:

We believe that the signing of this agreement is very important for our territory. It is grafted onto a fabric of industrial relations that has always been proactive, never conflictual, but it
also has the additional objective of monitoring, with data in hand, this delicate phase of economic and employment recovery, after the acute phases of the pandemic, – says Mario Pozza,
President of the Chamber of Commerce of treviso-belluno-dolomiti.
The debate on the changes in the world of work, accelerated by the pandemic, will be fundamental: they involve both companies and workers; think of the digital transformation, the green
transition and how production chains are further evolving, both internationally and with reference to the now critical issue of raw material supplies.
In this context, – continues the President, – and while we are aware that the economic data bear witness to a robust recovery of the economy and the labour market, the concern of the
various players in the area is to keep businesses and workers engaged in these trajectories of innovation and development, mobilising the various tools available to active policies (enhancement,
retraining, reconversion of human resources), as well as support for business competitiveness and promotion of self-employment; These include, as an indispensable corollary, a better link
between school and work.
These are the aims around which the Agreement promoted by the employers’ associations and trade unions was born, – concludes Pozza – to which is added the important presence of
the Association of Municipalities of the Marca Trevigiana, representing the local authorities that first have the pulse of the situation in the territories, alongside their communities.
The participation of Veneto Lavoro in the agreement (for the promotion and enhancement of the labour market in the province of Treviso) concerns the exploitation of information on movements in
the labour market and especially the willingness of individual CPIs in the province to cooperate in the activation of the unemployed to the job offers and active policies in the area – points
out the Director of Veneto Lavoro Tiziano Barone – .
The Association of Municipalities and the Centre for Administrative Studies of the Marca Trevigiana are themselves the expression of a desire and a mission to network with and for the territory,

In this particular and crucial historical moment of renewal of the P.A. it is precious for us to be able to participate in the construction of innovative paths aimed at attracting young and
motivated energies to consider the world of the Local Authorities as a possibility of professional and personal growth, as well as to rethink the paths of alternating school-work and active labour
policies that can be not only brief moments of knowledge of the contexts, but structured experiences capable of expanding the skills of the people involved.
Active labour policies are an essential lever not only for recovery after the prolonged crisis induced by the pandemic, but also for employment revival and support for self-employment.
The involvement of all public and private stakeholders operating in direct and constant contact with enterprises and workers is essential. This agreement is therefore strategic in order
to give the best opportunities to people to access, with recognised and valued professional skills, the labour market, and to allow companies to be able to meet qualified employees who can
contribute to their development.
We would like to thank the Chamber of Commerce of Treviso-Belluno and Veneto Lavoro for having coordinated the cooperation between the social partners on this objective, which is shared by
all.
It is an agreement that is part of already intense relations, with mutual respect for the skills and interests represented, which in the past have led to innovative initiatives in favour of
work and the development of the territory, values that we all share.
We believe that the Treviso agreement can also be a positive example for the national debate on the reform of instruments for the protection and promotion of subordinate and self-employed
work. A model that is developed through comparison, looking at the actual situations in the territories and identifying appropriate tools to accompany the social and economic growth, including

An innovative agreement, driven by mature and modern trade union relations, which marks a watershed in the labour market in order to boost employment in the Province of Treviso. – This is
how the Confederal General Secretaries Mauro Visentin (CGIL), Massimiliano Paglini (CISL) and Gianluca Fraioli (UIL) comment on the signing of the Agreement this morning in
the Chamber of Commerce. – The fundamental aspect is that, for the first time in the field of employment development and the labour market, all the entrepreneurial associations and trade
unions signed the agreement jointly, together with the institutions of the territory for their respective competences.
A path to follow in order to outline that social pact which, by restarting and rethinking our territories with a strong business vocation, will relaunch the economy, give it dynamism and
vitality, develop employment and protection, and thus widespread well-being. The grounding of the agreement in order to apply effective policies of retraining, requalification and training of
workers will be the litmus test of the effectiveness of the agreement itself: from great convergence between representatives of companies and workers to concrete tools. Tools that can soon be
created by the technical tables, which we hope will soon be convened, and which are the right places to discuss and share data banks.
This would mark a first step towards real active labour policies, moving away from defensive logic and towards an expansive one, looking straight at employment growth and good work, starting
with skills and training.
