State aid: Commission approves €7 million Hungarian aid to support investments to ensure the safe operation of Debrecen International Airport

The European Commission has approved, under EU State aid rules HUF 2.5 billion (approximately €7 million) in public support by the Hungarian Government and the Municipality of Debrecen to the owner of Debrecen International Airport in Hungary

The aid is intended to finance the capital funding gap of an investment project aimed at ensuring the airport's continued and safe operation. The project comprises the purchase of two firefighting vehicles, the purchase of firefighting equipment, the planning and construction of firefighting barracks, the license and construction plans of a new runway, the development of IT network infrastructure and the improvement of passenger security control. The Hungarian authorities will finance the part of the investment costs that is not covered by the revenues generated by the owner of Debrecen airport (‘funding gap'). 

The Commission assessed the measure under Article 107(3)(c) of the Treaty on the Functioning of the European Union (TFEU), which enables the Commission to approve State aid measures granted by Member States to facilitate the development of certain economic activities or of certain economic areas. The Commission found that the scheme will facilitate the development of Debrecen airport which in turn will further the development of the surrounding region by contributing to its connectivity to the rest of the European Union. 

It also found that the measure is proportionate, as the compensation does not exceed what is necessary to carry out the implementation of the investment project. The Commission also found that the measure is in line with the conditions set out in the Commission's Aviation Guidelines In this respect, the Commission found that the measure is proportionate to the objective pursued, i.e. ensuring the continued operations of the Debrecen International Airport. On this basis, the Commission concluded that the measure will promote the mobility of Union citizens as well as the connectivity and development of the airport's region, while preventing undue distortions of competition. The Commission therefore approved the measure under EU State aid rules.
