PRESENTATION AND OBJECTIVES
The Chamber of Commerce of Treviso-Belluno has launched the new Call for Applications for the granting of subsidies to MSMEs in support of the twin digital and green transition – Year 2026. The initiative, promoted as part of the activities of the Punto Impresa Digitale, aims to encourage investments in capital goods, services, and technological solutions defined in the new National Transition 5.0 Plan and to support the transition to the green economy of local companies. The benefits provided consist of non-repayable grants, disbursed in compliance with the provisions of Regulations (EU) no. 2023/2831, no. 1408/2013, and no. 717/2014.
BENEFICIARIES
Micro, small, and medium-sized enterprises (in short MSMEs) – as defined in Annex I to European Commission Regulation no. 651/2014/EU as amended by Regulation no. 1315/2023/EU – having their registered office and/or local units within the territorial jurisdiction of the Chamber of Commerce of Treviso-Belluno, resulting registered and active in the Register of Companies and compliant with the payment of the chamber of commerce annual fee in the amount due up to the 2025 financial year, may participate; regularization is permitted exclusively for the 2026 financial year, by the date of liquidation of the grant, and for previous financial years that are irregular due to a partial payment, no later than the peremptory deadline indicated in the request for documentary integration referred to in art. 9, paragraph 2, under penalty of inadmissibility of the application.
ELIGIBLE EXPENSES
The Call provides for two Measures:
- Measure 1 – expenses incurred for the purchase of the capital goods referred to in Annex IV and Annex V of Law 199/2025 are eligible. For the purposes of the Call, eligible investments also include: a) software, systems, platforms, or applications for plant intelligence that guarantee continuous monitoring and visualization of energy consumption and self-produced and self-consumed energy, or introduce energy efficiency mechanisms, through the collection and processing of data also coming from field IoT sensors (Energy Dashboarding); b) software relating to business management exclusively if purchased together with the software, systems, or platforms referred to in letter a).
- Measure 2
- a) costs incurred for the acquisition of consulting services aimed at introducing and/or implementing enabling Industry 4.0 technologies are eligible, only if directly and exclusively linked to the purchase of the capital goods referred to in Measure 1;
- b) costs incurred for the acquisition of consulting and/or training services aimed at the rationalization of energy use by companies through the implementation of energy efficiency interventions, reducing consumption and climate-altering gas emissions, are eligible.
Acquisitions of training services relating to activities aimed at achieving the qualification of Energy Manager for internal resources, permanently employed within the company, with a total duration of no less than 40 hours, are also eligible.
Interventions started from 1.1.2026 as well as expenses incurred up to the date of submission of the grant application are eligible, in compliance with the time limits provided for in art. 8 paragraph 1 of the Call. By “start of investment” date, it is meant the date of the first legally binding commitment to acquire the assets covered by the grant request (e.g., acceptance of the quote and/or order confirmation), or any other commitment that makes the investment itself irreversible.
