The incentive to promote the digitalization and sustainable development of tourism businesses

The Ministry of Tourism, in collaboration with the National Development Agency Invitalia, has launched the new “Fondo GreenTour” incentive, allocating a total of 109 million euros in funding. The initiative aims to support the ecological and digital transition of the Italian tourism sector by promoting energy efficiency in facilities, self-generation from renewable sources, and the adoption of advanced technological solutions.

Eligible entities

The fund is open to businesses of any size, both Italian and foreign (with an active operational headquarters in Italy), that operate in the tourism sector. This includes entities that, if they have been in operation for at least 3 years, can demonstrate that, based on their financial statements, more than 50% of their total revenue comes from tourism-related activities.

Owners of tourist properties organized as businesses may also apply, provided they meet the eligibility requirements applicable to their respective operators. Investment programs may also be carried out jointly through a network contract.

Types of projects and available incentives

The GreenTour Fund supports investment programs ranging from a minimum of 1 million euros to a maximum of 15 million euros. Projects must include a combination of primary (“driving”) and ancillary (“driven”) interventions:

  • Primary interventions (must constitute at least 51% of eligible expenses):
    • improving the energy efficiency of tourism facilities;
    • installing systems for generating energy from renewable sources.
  • Supporting measures for the main project:
    • digitization of the tourism ecosystem and related supply chains;
    • investments aimed at meeting environmental, social, and governance (ESG) criteria;
    • automation systems and smart metering systems to increase energy efficiency and reduce consumption;
    • purchase of specialized consulting services (eligible under certain conditions).

The total incentives combine two different forms of financial support according to fixed percentages: 54% as a non-repayable grant and 46% as subsidized financing (see Art. 13 of the Ministerial Decree of March 16, 2026).

The amount and final application of the aid comply with the thresholds and intensities set forth in the articles of the General Block Exemption Regulation (GBER) or, alternatively, the rules of the “de minimis” regime.

How to apply

Applicants must submit their application for financial assistance exclusively online through the dedicated digital platform, accessible via the personal account section of the Invitalia website.

The online application process will be open from 12:00 p.m. on Wednesday, July 15, 2026, until 5:00 p.m. on Tuesday, September 15, 2026.

Main documentation to be provided:

  • digital identity (SPID, CIE, or CNS) of the legal representative who is the signatory
  • up-to-date Chamber of Commerce registration and verification of the company’s DURC compliance
  • detailed technical report on the investment project (energy audit and/or bill of quantities for the “driving” component)
  • cost estimates or preliminary contracts related to supplies, capital goods, and digital solutions
  • in case of consortia: a copy of the duly registered network agreement
