Another significant achievement—building on the key commitments outlined in President Stefani’s program—takes a first concrete step today: a reduction in bureaucracy that begins with the needs of businesses and industry groups.

Thus, Regional Councilor for Economic Development Massimo Bitonci announces the launch of the first operational measures for reducing bureaucracy, following the work of the regional task force established last December.

Discussions with businesses, associations, professionals, and institutions led to the collection of 251 operational proposals, submitted by 40 institutions and associations, with the overall involvement of 80 organizations.

“We didn’t just draw up a list of bureaucratic requirements to be streamlined behind closed doors,” Bitonci emphasizes. “We listened to the various sectors, identified the problems, assessed the feasibility of the proposals, and now we’re moving forward with the first steps. That is the value of this process.”

Among the identified priorities are the One-Stop Shop for Productive Activities (SUAP), access to incentives, urban planning and land use, digitization, interoperability, and the reduction of administrative burdens, as well as initiatives in the environmental, agricultural, healthcare, and social sectors.

If a case involves multiple government agencies, it should not be up to the business owner to act as an intermediary between them. Digitization must truly serve to reduce the number of steps involved, says Bitonci.

Another initiative concerns incentives for businesses, featuring integrated digital tools, fewer documents, procedures that are more proportionate to the size of the companies, and more flexible disbursement methods. A permanent roundtable will also be established with representatives from the business community, associations, institutions, and labor unions.

Even a call for proposals can become bureaucratic if participating requires weeks of work and a disproportionate amount of paperwork,” the councilor points out. We want simpler procedures, data collected only once, and tools better suited to the realities of micro and small businesses.

The program also includes a review of regional regulations on land use and landscape management, simplification for small local governments, the digitization of agricultural databases, and the streamlining of health and social-healthcare procedures.

The working groups and technical committees will begin in the fourth quarter of 2026, coordinated by the Directorate of Economic Development, Research, and Innovation, with periodic monitoring of the results.

We’ve listened to, gathered, and analyzed the proposals: now the implementation phase begins,” Bitonci emphasizes. “For me, the difference between announcing a reduction in bureaucracy and actually achieving it is simple: take a problem reported by a business, turn it into a concrete goal, assign a person in charge and a deadline, and verify whether it has been resolved.

It’s not enough to say that a procedure is simpler: we must verify whether a business spends less time, submits fewer documents, and receives clearer answers. Only in this way does reducing bureaucracy produce measurable results,” the councilor concludes. “I thank the councilors of the Regional Executive* and the technical departments for their contributions and support for these initiatives.”
