Diplomacy supporting enterprises in promoting abroad

institutions abroad for the Italian production system – THE MAECI CASE – “

The presentation took place during the meeting in Rome between the Unioncamere Veneto President Mario Pozza and the Farnesina Director General for the Countrywide System promotion
Dott. Vincenzo De Luca.

The research, commissioned to Unioncamere Veneto by the National Union of the Ministry of Foreign Affairs Workers (SNDMAE), in cooperation with CGIA Mestre, has analyzed the role of institutions in
supporting enterprises’ internationalization.

The Farnesina, – pointed out the Director General De Luca – thanks to the network of Embassies and Consulates abroad, plays an essential role in protecting and
promoting the interests of Italian companies. By providing to enterprises an institutional support towards local governments and authorities in the frame of tendering procedures, contracts and
litigations. By guiding companies in the international markets, taking into consideration the dynamic and uncertain geopolitical context, where regional crisis and protectionist pressures live
together with extraordinary opportunities that are opening-up in the new markets.

The economic diplomacy – concluded De Luca – is a strategic component of our foreign policy. Quantifying its results in terms of added value and employment developed by Italian
companies thanks to our support, this is the approach that Farnesina is adopting for years in guiding at best its action.
The results of the research – informs President Pozza – have highlighted the positive effect of the economic diplomacy action. A supporting action that facilitates our
companies in getting contracts.

The figures, in fact, show that contracts in 2016 are the 1,4% of GDP and create 307 thousand workplaces in Italy. Financially it is 21,4 Billion of added value created in the Country, with a tax
revenue of 8,8 Billion.

It is a complicated and articulated economic diplomacy system that makes use of diverse actors like: MAECI, Embassies, Consulates, ICE, Chambers of Commerce system and Chambers of Commerce abroad
coordinated by Assocamerestero.

As regards the Chambers of Commerce – refers the President of Unioncamere Veneto – they have progressively accrued a functional specialization that not overlaps other experiences and
finalized to the delivery of services to local enterprises in the field of accompanying in foreign markets, partnership meetings, assistance in making contracts, taxation, customs issues,
facilitation instruments.

This role in promoting “Made in Italy” is quite often played in cooperation with Regions and local associations, in order to identify the needs of the local companies.

With regard to the Italian Chambers of Commerce abroad (CCIEE) – – underlined President Pozza – the research points out that the most relevant strengths of CCIEE network are the links
in the foreign territories that give them a in depth knowledge about growth dynamics and opportunities for Italian companies. The double nationality becomes a crucial factor to promote economic
partnerships between Italy and the Countries where they are operating.

In concert with the wealth of information of the other institutions that supports Italian export – responsible Ministries, Regions, ICE, SIMEST and SACE – the Chambers of Commerce system has
implemented the online platform “Worldpass” that offers information and first guidance to companies about issues connected to internationalization.

One thing is for sure: – stresses President Pozza – small and medium companies without enough resources to meet alone the costs for internationalization investments characterize the
Italian enterprise system. Consequently, the actions of all institutions that guarantee a coordinated diplomatic economic representation, with measures targeting the internationalization
support, it is even more important in Italy compared to the competitors of the other Countries characterized by large enterprises.
